Qaddafi is on the run from the law according to US Defense Secretary Leon Panetta. Many are speculating as to whether the ousted dictator has even left Libya yet. Convoys carrying gold and cash have been caught leaving Libya for Niger, but it is unknown if Qaddafi family members are among those with the convoy. With the International Criminal Court having issued a warrant for Qaddafi’s arrest, neighboring Niger and Burkina Faso must, per their membership in that convention, hand over Qaddafi, his son and Libya’s former intelligence chief if they are within the sovereign territories of either state.
